​If you are wondering when you will receive your STAR Credit, either by check or direct deposit, please go to the STAR Credit Delivery Schedule for general timeframes. For real time updates of your credit, you may use the Property Tax Credit Lookup to see if their credit has been issued. To use the website, you will need your 2022 New York Income tax information to enter “Total payments from return” value. For more specific questions, direct them to the STAR hotline representatives at

STAR Credit Direct Deposit and new Homeowner Benefit Portal now available statewide!
NYS Department of Taxation and Finance is excited to announce that, after a successful pilot of the STAR Credit Direct Deposit program last year, the direct deposit option is now available to STAR credit recipients statewide.
To enroll, credit recipients will log into the new Homeowner Benefit Portal, which is also how new homeowners will register for the STAR credit.
In addition, the portal provides STAR applicants and recipients with much more functionality than they previously had, such as:
- checking the status of their property tax registrations;
- switching to the STAR credit;
- viewing, editing, or closing their registrations;
- ensuring their information is accurate and complete; and
- taking action to resolve issues.
With the launch of the portal, the previous STAR registration application is no longer available. We have updated our relevant webpages to assist with this transition.
How to access the portal
Homeowners with existing Tax Department Individual Online Services accounts can now find the Homeowner Benefit Portal under Real Property Tax after they log in. Other homeowners will be prompted to create an Individual Online Services account to get started.
Homeowners without access to the Internet can continue to register for STAR by calling our representatives at 518-457-2036, weekdays from 8:30 a.m. to 4:30 p.m.
Homeowners cannot enroll in STAR Direct Deposit over the phone.
Note: An Online Services account is separate from your Online Assessment Community user ID and password. If you don’t have an Individual Online Services account, you will need to create one to access the Homeowner Benefit Portal.
You can only access registration information regarding your own properties in the portal; you will not be able to access the registrations of other homeowners.

- Enhanced STAR Exemption application and, you must file the Income Verification Program form. This is relevant only to homeowners who currently have the Basic STAR Exemption, not the Credit, are 65 years or older any time in the current year, and who meet income and residency requirements.
Grievance Day
Grievance Day is the fourth Wednesday in May.
The Board of Assessment Review (BAR) is a three member board which reviews your tax assessment in cases where you and your Assessor disagree as to the value/relative value of your property for real property tax purposes.

The Board of Assessment Review (BAR) meets once a year, in May, to hear and rule on taxpayer complaints. The BAR has the authority to sustain or override the decision of the Town Assessor.
Complaint forms and instruction booklets outlining the grievance procedures are available in the Assessor’s office after May 1.
Assessment records are available for review in the Assessor’s office or by accessing one of the tax roll links listed above.
The Assessor’s office does not participate in the decisions made by the BAR as they are an independent body. Once the Assessor receives the BAR’s determination, it will be forwarded to the applicant. Any questions about the determination should be forwarded in writing to the Board of Assessment Review (BAR).

Assessment Calendar
The tax year is a fiscal year that runs from July 1 through June 30. The following are some key days to remember.
January 1 though March 1 – Exemption Filing Period:
This is the period during which exemption applications can be filed for the coming tax year. No exemptions can be accepted after March 1, and all approved exemptions filed during this period begin on the following July 1.
March 1 – Taxable Status Date:
The ownership and actual physical condition of the real property as of this date are assessed (valued) for the July 1 final tax roll.
May 1 – Tentative Tax Roll:
The Assessor completes, certifies, and files a tax roll containing assessed values for each property in the assessing unit.
Fourth Wednesday in May – Grievance Day:
The Board of Assessment Review meets to hear assessment complaints. Last day property owners may file a formal complaint seeking reduction in their tentative assessments.
Contesting your Assessment
July 1 – Valuation Date:
Real property price level for the assessment cycle is frozen as of this date.
July 1 – Final Tax Roll:
The Assessor signs and files a roll that contains the final assessments, (tentative tax roll assessments plus all changes made by the Board of Assessment Review). No assessments can be changed for any reason after this roll is filed, except those changed by court order as a result of formal legal challenges.
Town Tax Rates
TOWN OF CHENANGO TAX RATES ARE PER $1,000 ASSESSED VALUATION
The Town has varying tax rates for water districts, sewer districts, fire districts, and lighting districts. These rates are determined by the location of the property within the Town. The tax rates for a specific property maybe obtained by contacting the Assessor’s office, and providing the property address or tax map number.
